Program Heterogeneity and Propensity Score Matching: an Application to the Evaluation of Active Labor Market Policies
نویسنده
چکیده
This paper addresses microeconometri c evaluation by matching methods when the programs under consideratio n are heterogeneous . Assuming that selection into the different subprograms and the potential outcomes are independent given observable characteristics , estimators based on different propensity scores are compared and applied to the analysis of active labor market policies in the Swiss region of Zurich. Furthermore, the issues of heterogeneou s effects and aggregation are addressed. The results suggest that an approach that incorporate s the possibility of having multiple programs can be an informative tool in applied work.

A Critical Survey of Empirical Methods for Evaluating Active Labor Market Policies
Active labor market policies aim to affect the outcomes – earnings, employment, health, etc. – of those who participate in them. The task of evaluation research lies in devising methods to reliably estimate their effects on those outcomes, so that informed decisions about program expansion and termination can be made. The past thirty years have witnessed real progress in our understanding of ho...

Sequential Matching Estimation of Dynamic Causal Models This paper proposes sequential matching and inverse selection probability weighting to estimate dynamic causal effects. The sequential matching estimators extend simple, matching estimators based on propensity scores for static causal analysis that have been frequently applied in the evaluation literature. A Monte Carlo study shows that th...
